APPOINTMENTS

Steve Keach regarding Paving of Old Bridge Street North

Realizing there was citizen interest, Mr. Gleason opened discussion to the public for comment.

Mr. Mike Sherman, 10= 3 Old Bridge Street said he had sent letters to the Selectmen with a brief history of the area. The flood plain started to be chan= ged (cut in half) in the mid-1960’s when Route 38 was put in between Old Bridge Street and Gage Hill Road. There were other minor changes that occurred along the way such as the 7ft.x11ft. box put in at the Main Street Bridge, the repair = of the Abbott Bridge, and the repaving/banking of Old Bridge Street making the northe= rn side of the pavement higher than the southern side. Mr. Sherman asked the Selectmen wh= en looking at the repaving job, to take a couple spots and core the road to kn= ow what amount of asphalt was there. He said if paving is going to be done, the residents would like to s= ee possibly three or four levels of asphalt removed. He said the Walgreen’s proje= ct spoke of narrowing the channel to speed the water flow and questioned if the same outcome could be achieved by lowering the road. He said the water got to be four f= eet deep before it crosses the pavement. Mr. Sherman said the residents were asking for the Selectmen’s help in reviewing all aspects prior to making any changes. He said the residents wouldn’= ;t be helped if the Town removed one layer of asphalt and put that same layer back.

Mr. Gerry Suprenant, 83 Old Bridge Street explained that the Town had him spend thousands of extra dollars to build his home above the flood plain. After he did what was asked, the T= own put the third culvert at M= ain Street and had continuously raised the road so= now he had water every third year/every year in the first floor of his house. Mr. Suprenant believed that loweri= ng the road would be an easy way to mitigate everything that had been done to him. He noted that the center= of Town was drained in back of his house.&nbs= p; He reiterated that he didn’t feel it was asking too much to get the road down to where it would solve all the things that had been done to him. He said if someone had b= een diligent in the past, they would have understood that all the things couldn’t be done without properties being flooded. He said now with the road being a = dam, it was almost a hopeless situation for the residents. He said he didn’t turn in FE= MA insurance claims because he didn’t want his rates to increase; every = year when the area floods he spends money to fix the areas that were flooded; eventually he’ll need a new driveway. He didn’t feel he should be = forced to have to do these things after all the requirements the Town gave him to build his house. Mr. Suprenant stated he didn’t flood until the third culvert was put in. He hoped the Selectmen would do something to take care of the situation.&n= bsp; He didn’t feel it was fair to have done everything the Town to= ld him to do and then to turn around and have things happen to him (to flood h= is property). =

Ms. Eileen Duarte, 9= 3 Old Bridge Street said she resided at her property= for twelve years. Her property wa= s at the lowest level on Bridge= Street and had always been flooded. = This was a surprise because she didn’t realize this when she first moved in. It started out as floodin= g ever other year, but since the (2006) Mother’s Day storm she was flooded at least once per year. Ms. Duar= te believed all the movements around Beaver Brook was causing her to flood more. She asked that the Sele= ctmen consider helping the residents by reducing the asphalt on the road. She knew it wouldn’t solve a= ll the problems, but felt it would help.

Mr. Steve Keach of Keach-Nordstrom (Town Engineer) came forward to discuss his findings and recommendation.&n= bsp; He said he had the opportunity to spend time looking at work that was previously done and work in the process of being done for site plan approval for the bank (Enterprise Bank) and also work that FEMA had done in modeling Beaver Brook over the years. = In pulling this all together, he was advised that the Town had a resurfacing project for this segment of Old Bridge Street. His office made a benchmark level = at Nashua Road= and carried the elevations down to the Abbott Bridge. This loop was run to ensure that a= ll the data was tied together. Mr. K= each issued a findings report (April 26, 2011) which recommended that the road g= rade (for Old Bridge Street) not be raised by adding a layer of new pavement beginning at an area near the apron to the bank and Walgreen’s to bey= ond (traveling north) where the Town lost a portion of the road. He said when the cuts were done for repair in the road (2006) between all layers of pavement there was a vertic= al seam that went through all layers of pavement (approximately 4inches). It was noted that Highway Road Age= nt Don Foss, for good paving practices and structural reasons, had planned to take pavement off the Abbott Bridge before putti= ng new pavement. Mr. Keach stated th= ere was no question there was a problem in the area, but it had nothing to do w= ith the resurfacing project by the Highway Department. It was his recommendation that a thickness of pavement greater than or equal to the 1.5inches that the Highw= ay Department would add, be planed off prior to new pavement being installed, = so the problem wasn’t exacerbated. He said the citizens advocated taking more off, but the existing pavement would serve as the binder course giving strength to the pavement above. He said the measurement should be taken from the bottom upward; there may be places near the Abbott Bridge that could have more taken off, but they didn’t want to get to a point that the binder course was structurally inferior. He felt it was their obligation to= make the project a paving project and not a flood mitigation project. Mr. Keach said the flooding problem through the Town was a far more fundamental that the thickness of pavement = on Old Bridge Street; it was a systemic problem.

Mr. Lynde discussed the situation and said flooding has gotten worse = in Town over time because of changes. He said the comment was made that when the channel was narrowed it w= ould make the water go faster. He = agreed with the statement, but was not sure it would do anything to improve the fl= ow of water. Mr. Keach said it w= ould be below Abbott Bridge. He explained that the problem at A= bbott Bridge and the reach of the brook for some distance above the bridge, was t= he elevation of the brook being affected because the opening at Abbott Bridge = not being large enough to accommodate the flow that wanted to go through and ca= used water to back up. He discusse= d the water flow pattern.

Mr. Lynde commented that the Main Street Bridge was rebuilt by the state. He questioned if the volume/flow rate was changed when the bridge design was changed. It seemed to him tha= t flooding had been more severe when that bridge was rebuilt. Mr. Keach wasn’t familiar hydraulically with what the bridge previously was. Mr. Lynde said if the Town could s= how the state, they could ask the state to correct it. Mr. Keach couldn’t comment, = but believed there would be records that could be reviewed. Mr. Lynde questioned what would ha= ppen on the other side of Old B= ridge Street if the road were lowered. Mr. Keach said the water would rea= ch a point of seeking its own elevation. He discussed what he had observed in that area.

Mr. McDevitt said nothing that had been stated was in doubt. He agreed that it was a systemic problem. He said they had spo= ken with the Department of Transportation, who were unable to find any records relative to the bridge except a drawing from another town, that had the name scratched out and had written Pelham on it. He said the problem they ran into = every time they discussed the situation was if they fixed one area, it was unknow= n what would happen to other areas. = Mr. McDevitt said he would rather let a paving project be a paving project and = take under advisement the comments made by Mr. Keach of possibly being able to s= trip off more paving without affecting the binder. He hoped the residents understood = that they were serious about how to approach the whole flooding problem and attempting to find a solution. He said they needed to get a handle on the whole system, it was a systemic problem.

The Selectmen discussed how to proceed. Mr. McDevitt made a motion to allo= w Mr. Foss to proceed as planned, playing close attention to Mr. Keach’s wo= rds that there may be areas where they could reduce paving without impacting the future viability of the road. To remove as much pavement as possible and preserve the binder so the future road is = not impacted. To not increase the height of the road. Mr. Haver= ty seconded the motion in the hope that whatever small amount of work/improvem= ent could help the resident’s situation.=

MOTION:

(McDevitt/Haverty) To allow Highway Road Agent Don Foss to proceed as planned (remove as muc= h pavement as possible and preserve the binder so the future road is not impacted) a= nd to not increase the height of the road.&= nbsp;

2012 Town Budget Discussions:

Town Finance Director Cindy Kelley came forward for the budget discussion. The Selectmen were provided with budget information for the departments being discussed.

Seniors – Senior Center Director Sara Landry came forward to review the proposed budget. The 2011 operating budget was $75,090. The proposed 2012 bu= dget is $94,081. Ms. Landry explai= ned that the biggest increase was in the salary line due to a change in the mea= ls program. They previously cook= ed meals on site with the cook being paid for through the Nutrition Program. Because the cook gave their notice= , they decided to make changes and have St. Joseph’s Community Services prepare meals and have them brought. With that change, St. Joseph= ’s manages the funding and the Senior Center lost funding= for the Administrative supportive services.&nb= sp; The proposed budget included funding to put the administrative posit= ions back in place. Mr. Gleason confirmed that the positions were previously in place and funded by St. Joseph’= s; they would continue the same amount of work they had been doing, but would now be compensated by the Town. Ms. = Landry discussed the importance of having an increase in the bus driver salary; the budget amount reflected the realistic hours of work.

Mr. McDevitt questioned if the Senior Center charged for = lunch and where the money went that was collected. Ms. Landry said they charged $2 pe= r meal with the money going to St. Jo= seph’s. Mr. Gaydos asked if there was any = charge for the bus service. Ms. Land= ry answered no; the bus was free for seniors to come in and out of the center. It was noted that the= bus driver hours had been increased prior to the departure of the previous Seni= or Center Director. The need was verified by Ms. Landry. =

Mr. Gleason said it was indicated that there was a situation with mon= ey ceasing to come in this year from St. Joseph’s for administrative support. He understood that Ms. Landry was intending to continue the support in the current budget. The Senior Center would be facing a budget crunch. Mr. Gaydos said between the situation with the bus driver and the support people (that would be funded by the Council on Aging through Septem= ber) there would be an overrun of approximately $7500 in the salaries line item. Mr. Gleason said the Selectmen should be aware that they would need to address the situation lat= er in the year.

Ms. Landry continued to review the budget. She discussed the programs she wou= ld like to begin.

Mr. Viger said he appreciated the proposed additions and forward thin= king brought to the Senior Center. He intended to support the budget = and wanted Ms. Landry to see if there was anything more she may need so it coul= d be brought to the forefront sooner rather than later.

Mr. McDevitt asked how many people ate lunch at the center. Ms. Landry said there were approxi= mately 25-30 people that ate lunch. = There were others that didn’t eat, but came in to socialize. She wanted to come up with a syste= m that tracked the number of people coming in and out of the center.

Cable – Cable Coordinator Jim Greenwood came forward to review the proposed budget. The 2011 budget was $ 93,276. The proposed 2012 budget is $95,060. Mr. Greenwood review= ed the line items in the budget. The repair budget number would be changed (to approximately $4000) prior to Bud= get Committee review. New Hampshi= re Coalition of Community Media will have $150 listed in expenses. The budget changes will be reflect= ed prior to the Selectmen voting. The 2011 estimated revenue is $190,000; if the trend continues, the 2012 estima= ted revenue will be $200,000.

There was a brief discussion regarding equipment. Mr. Gaydos said he was in favor of increasing the repair budget because of the number of pieces of equipment.<= span style=3D'mso-spacerun:yes'> Mr. Gleason commented that progres= s had been made regarding coverage and communication to the public. Mr. Greenwood discussed a portable= media center that had the ability to work with the robotic cameras he already had.

Fire Department – Fire Chief James Midgley and Maureen McNamara came forward to review the budget. The 2011 budget was $1,807,529. The proposed 2012 budget is $1,828,142. Chief M= idgley outlined the areas within the budget that had increases/decreases from the previous year. He also discus= sed the department’s personnel; currently they had one paramedic per shif= t, and shift four had two paramedics. The goal was to have two paramedics per shift; there was one in trai= ning and another who recently discussed going to paramedic school.

Chief Midgley reviewed the two items on his priority list. He would like to put one person th= rough paramedic school, which would bring the number of paramedics in the departm= ent to seven. He then discussed corrosion that was occurring on Engine One he’d like to have correcte= d so the vehicle could last until 2018-2019.&nb= sp; He told the Selectmen that warrant articles would be coming up to replace Ambulance 2, which was currently twelve years old and having diffic= ult issues with the electrical system. <= /span>

Mr. Gleason asked how much was currently in the revolving Ambulance Fund. He noted there was $87,= 478 in the Capital Reserve. The new vehicle was approximately $200,000. Mr. Gaydos stated no money had been taken out of the revolving accou= nt, which had seven years of having $25,000 put into it. There was over $200,000 available.= Chief Midgley said they were worki= ng with two vendors and would put it out to bid to determine the actual cost.<= span style=3D'mso-spacerun:yes'> He described the vehicle style the= y were reviewing. Mr. Gaydos reviewe= d the wording of the 2006 warrant article as well as the RSA which indicated that the Governing Body had the authority to pay out money in the Ambulance Fund. Mr. McDevitt asked that the backup information be provided to the Selectmen.&= nbsp;

The status of the matching grant fund (police/fire) was discussed. Chief Midgley would like to replen= ish the money to enable the departments to apply for grants and have matching f= unds available. That fund ($20,000= ) helped the department obtain approximately $350,000. Mr. Gaydos noted there was also th= e FEMA fund that could be used for emergency management grants (matching money).

It was noted there was backup information provided to show which items would be jeopardized if the budget were forced to have a 5%-10% reduction.<= span style=3D'mso-spacerun:yes'>

Emergency Management will be scheduled to a later meeting; the Select= men didn’t have a copy of the budget.&nb= sp;

Human Services – Ms. Dawn Holdsworth and Mr. Gaydos addressed the proposed budget. The 2011 budget was $85,440. The proposed 2012 is $86,480. Most of the increase was in salaries. Mr. Gaydos said the= re were a lot of people were being seen. He said one of the reasons they hadn’t been spending out of the account was because people were receiving more counseling to help their situation. There was further explanation regarding the services provided. The year-to-date expenditure was r= eviewed, to which Mr. Gaydos commented that it was difficult to predict what would be needed through the end of the year.

Mr. Gleason asked if there was an increase or variation in the types = of requests that came in. Ms. Holdsworth said the requests seemed to be the same. She said the number of new applica= nts had gone down, which she found surprising given the economy. She said the majority needed help = with budgeting. She also saw a lot= of people with mental health issues that were referred out. Mr. Gleason asked if money paid to agencies were well spent in support of Pelham activities. Ms. Holdsworth reviewed the list a= nd felt $15,000 was a lot of money for the referrals sent to Center for Life Management. She would like to= see more things offered within the Town, such as a family mediation program. Mr. McDevitt noted that the Center= for Live Management indicated they had treated 199 Pelham residents in their la= st fiscal year; they may be referred by the Police Department or a self referral. <= /p>

Health Services – Mr. Gaydos and Ms. Kelley reviewed the budget.= The 2011 budget was $48,145. The proposed 2012 budget is $46,235. Ms. Kelley said the Home Health Ho= spice Care was level funded. CLM requested the same. Greater S= alem Care Givers requested the same. St. Joseph’s requested $260 less. The City= of Nashua’s me= diation program was closed. Bridges w= as level funded. Child Advocacy Center requested $1= 000 less. Salvation Army and Red = Cross had not been heard from yet. = The Nashua Soup Kitchen level funded $1000.&nb= sp;

Mr. McDevitt remembered having an informal conversation with the Poli= ce Chief who expressed some frustration about referrals for those who were new= ly into drug problems or family members reaching out for help of others. He suggested before cutting/closin= g the budget, they should see if there was some solution to the Police Chief̵= 7;s concerns. Mr. Gaydos will req= uest information/phone numbers from Senator Shaheen’s office.

Town Buildings – The information contained in the budget was mainly placeholders. Mr. Gaydos described some of the proposed projects for the coming year.&nbs= p; Mr. Gleason felt the budget should be broken out to show the type of repairs that had been done, or have a projection of repairs. Mr. Gaydos said when discussing the subject with the Budget Committee last year it was explained that certain repairs were unknown. Mr. Gle= ason said the money spent on repairs should be defined with back up information = to be provided to the Budget Committee.

Mr. Lynde questioned the cost for the sidewalk reconstruction. Mr. Gaydos didn’t yet have a complete estimate. Mr. Lynde = said because it facilitated plowing, he wanted to know if it could be done this year. There was a brief discu= ssion regarding the road design and how the speed table (speed bump) would be done for traffic calming measures.

Mr. McDevitt said he wanted to point out that the hot top at the Libr= ary driveway needed to be fixed. = Mr. Gaydos said he can ask the Highway Road Agent what the cost would be to rep= lace the base and hot top. Mr. McD= evitt noted that the Police station and Library were showing areas where the wood= was starting to rot. The trim nee= ded to be replaced with vinyl. Mr. G= aydos said they had done a lot of replacement already and would replace other are= as if needed. He wanted to power= wash the building and possibly in 2013 paint the wood portions of the facilities. Mr. McDevitt said portions of the walk way (coming up to the handicap ramp) had crumbled and needed replacement. Mr. Gaydo= s felt the items brought up by Mr. McDevitt were reasonable items to do this year. He said after other pro= jects were done in August they would have a better idea of how the budget was doing. He asked if there were= other items that they be brought to his attention.

Mr. Gaydos continued to review the budget. There was a brief discussion regar= ding new equipment that was requested. Mr. Gaydos explained that by using new technologies, it has kept costs down by making departments more efficient. <= /span>

Mr. McDevitt questioned if cameras wouldn’t be installed at Ray= mond Park in an attempt to keep the vandalism under control. Mr. Gaydos said he hadn’t se= en Recreation’s budget; there had been a discussion about keeping that i= tem separate and the desire to fund it.

Mr. Lynde said each year he recalled seeing bills for equipment installation and questioned where it would be funded out of. Mr. Gaydos said the technology pla= n was in Town Buildings, but the support for that plan was in the Selectmen’= ;s budget. Mr. Lynde questioned = if the license renewals were for multi-years.&nbs= p; Mr. Gaydos believed the cost in the budget was for licensing and upgrades. Mr. Lynde said he w= ould like more detail. Mr. Gaydos = will provide Mr. Lynde with the technology plan.

Mr. Gleason discussed which budgets would be heard at the next meeting. Emergency Management= will be reviewed on Au= gust 9, 2011. Ms. Kelley noted that the Library = had sent their budget to her. Mr. Gaydos commented that as a courtesy the Cemetery would like to show the Sel= ectmen their budget.

OTHER BUSINESS

Trident Contract

The Selectmen were provided with the updated contract with Trident Corporation; recommended changes by the Selectmen were incorporated within. There was no oppositi= on to Mr. Gaydos being designated to sign the contract. The Selectmen designated Mr. Gaydo= s the authority to sign the contract on behalf of the Town.

NRPC

There was a request from NRPC to send a letter to the US Department of Housing and Urban Development to cover the sustainable communities regional planning grant application for New Hampshire Regional Planning Commissions. Mr. Gleason read= aloud the request letter; the intention was for the letter to be signed and sent = on planning’s behalf. Ther= e were requested modifications to the letter, which will be made prior to Mr. Glea= son signing the letter. The inten= t was to provide NRPC support from the Town.&nbs= p;

TOWN ADMIN= ISTRATOR / SELECTMEN REPORTS

Mr. McDevitt, Mr. Haverty and Mr. Viger had no reports.

Mr. Lynde stated= there would be a concert on the common Wednesday evening with the warm up group a= t 4:30pm and the main concert beginning at 6pm.= He told the Selectmen that he was working with NRPC to gather information to see if they could go out to bid = on reduced costs (energy initiative). They would like a letter from the Town to authorize them to proceed. The region was tryin= g to put together a group purchase of generating costs. Mr. Gaydos said he had a bid comin= g in from the company UMG, but didn’t think it would prohibit the Town from speaking with NRPC. There wer= e no objections. Mr. Lynde will ha= ve a letter composed for the Selectmen to review.

Mr. Gaydos repor= ted that the septic work at PVMP was ready to begin. Two pumps would be installed becau= se of their age and their ability to alternate.&= nbsp;

Mr. Gleason said= he would be meeting with the Trustees and would address the issue regarding the funds for the pumps and for the ambulance to ensure they had the authority = to proceed. He stated that the B= udget Committee would be meeting Thursday evening. They requested that Mr. Gaydos att= end to give a presentation regarding retirement.&= nbsp;
