MINUTES REVIEW

May 11,= 2010

MOTION:

(Gleason/Lynde= ) To approve the Ma= y 11, 2010 meeting minutes as amended.

VOTE:

(5-0-0) The mo= tion carried.

OPEN FORUM

Mr. Paul McDonagh of Mammoth Road came forward to discuss the fire station. He wanted to know if it was possible to hold a special meeting to vote on the fire station. Mr. Viger said the Selectmen would explore the options.

APPOINTMENTS

Parking Ordinance – Quail Run Lane– Possible Schedule of Public Hearing

Mr. Viger asked that the Selectmen review the Parking Ordinance and schedule a public hearing in ord= er to take feedback from citizens. Mr. Lynde asked why Quail Run = Lane was being added into the policy. Mr. Gleason stated that there had been numerous resident complaints relative the parking on Qu= ail Run Lane by people going to the high school. Mr. Viger said based on resident complaints of parking by high school students, the Police Department cited vehicles for parking illegally (i.e. wrong direction, up on sidewalk). The vehicles parking on the street= now are doing so legally because the road is not included in the Ordinance. Mr. Viger said what they were seek= ing to do is incorporate Quail Run into the Parking Ordinance.

Mr. Viger questioned if t= he vehicles were parking within the Town setback for the road, or if they were parking on private property. = There was discussion regarding the parking situation. Mr. Gaydos suggested once the Sele= ctmen had the opportunity to discuss the Ordinance that it be circulated to the residents (of Quail Run La= ne) and the residents at large and allow for a public hearing and the outcome t= o be conveyed to the high school students.

Mr. Gaydos suggested send= ing everyone on Quail Run Lane= and the abutting streets a letter informing them of the public hearing and = the Ordinance. Mr. McDevitt felt letters should be sent to everyone with effected streets. He asked that the Police Department review the penalty amounts to make sure they were consistent.

There was a brief discuss= ion regarding parking alternatives for students (i.e. Mills property, vacant ho= use across from high school or Municipal building) rather than just telling them they can’t park on Quail Run.

A public hearing was sche= duled for June 22, 201= 0 to discuss parking on Quai= l Run Lane. <= /span>

Loam & Seeding of Neighborhood Cul-de-Sac=

Mr. Viger said last year = the Selectmen had heard from residents of certain neighborhoods where the Town = had put cul-de-sacs in their developments that had become overgrown with vegetation. He believed at th= e time the Selectmen decided to loam and seed the cul-de-sacs and leave it at that. Mr. Gaydos informed tha= t a specific complaint had been received regarding the maintenance of the cul-de-sac at Litchfield C= ircle. The residents had been informed (b= y the Planning Board) that they would have a grassy area in a cul-de-sac. The cul-de-sac was built; the resident’s allegation was that it was never properly loamed and seede= d. In anticipation of the discussion,= Mr. McDevitt had taken photographs of the cul-de-sac on Litchfield Circle, whic= h he shared with the Board, as well as an example of what a nice cul-de-sac look= ed like (on Alexandria and Corey Drive).

Mr. Lynde asked how many = similar cul-de-sacs there were in the Town. Mr. Gaydos said the Code Officer counted approximately two dozen.

The Selectmen discussed t= he cul-de-sacs in Town and the type of maintenance that was done. It was noted that some of the cul-= de-sacs may be smaller because they were included in calculating frontage for abutt= ing lots. Mr. Lynde felt once a r= oad was pushed through a cul-de-sac to construct a road, the cul-de-sac should = be eliminated. Mr. Gaydos commen= ted that once a road was accepted by the Town it was no longer the purview of t= he Planning Board; it was Town owned property under the Selectmen’s control. He said the Selectmen could direct/advise the Planning Board of what they would like to see as a condition, such as removing a cul-de-sac.&= nbsp;

The Selectmen asked that = costs be obtained in order to compare prices for loaming and seeding as well as hot = top and maintenance.

Appointment of Commissioner for the Nashua Regional Planning Commission = 211; Dave Hennessey

Mr. Dave Hennessey came f= orward to discuss his appointment as commissioner for the Nashua Regional Planning Commission (“NRPC”). Mr. Gleason stated he identified that the Town didn’t have representation of three commissioners; there were currently two (with him b= eing one of them). He said he spok= e with the Planning Director to get someone from a land use board involved because= he felt it was pertinent to what they did.&nb= sp; He said Mr. Hennessey graciously volunteered.

The Selectmen reviewed Mr. Hennessey’s volunteer application and commented that he was well known and would be a tremendous addition to the Town’s representation to NRPC.

MOTION:

(Gleason/Haver= ty) To appoint Dave Hennessey as a Commissioner to the Nashua Regional Planning Commission.

VOTE:

(5 -0-0) The motion carried.

Reclassification of Highway Expenses – 2009=

Mr. Gaydos discussed the = Highway Block Grant and explained that every year they tried to build a reserve in = the event there was a catastrophic event or a bad winter. He said it also allowed the Highway Department to complete road projects as well as absorb cost increases. He explained that at the end of the year they review the expenses made out of = the Highway Block Grant that could be reclassified to the operating budget. Mr. Gaydos recommended that $17,984 (from 2009) be reclassified bringing the block grant (for 2009) up to $272,672. He also recommended= that $254,688 be reclassified from the 2008 block grant bringing it back to its = full amount; this would allow the Town to go into the year 2010 with three years= of block grant (including 2010) in the amount of $797,000. He said if the Town kept working i= n that fashion they would always start with a number informing the Highway Agent w= hat he had to work with and what type of buffer he had to work with.

There was a discussion re= garding the block grant and how funds had historically been spent/reclassified. The Selectmen asked that the Highw= ay Road Agent meet to discuss his plan for the grant money. Mr. Gaydos was asked to schedule t= he Highway Agent on a future agenda.

Mr. Lynde left the meetin= g.

Fire Station (Repairing Old or Building New)<= /p>

Mr. McDevitt said the Sel= ectmen were waiting for a list of items that must be done to the existing fire sta= tion in order to make it usable after the round about is installed.

Mr. Viger asked if there = was any value to the Selectmen discussing different alternatives to what they curre= ntly had in front of them, such as building a garage with dormitories at the Transfer station and having the administrative offices off site. Mr. Gaydos said he had spoken with= the Fire Chief regarding options. He discussed the fire department’s interaction with the public and the f= act that someone would need to be present to do so. He noted that the Town had a worki= ng Fire Chief that went out on calls. He said the Fire Chief felt it would be a great disservice to the community by splitting out the administrative and working ends of the department.

Mr. Gleason believed a lo= t of the reason the fire station didn’t pass was due to the big ticket items.<= span style=3D'mso-spacerun:yes'> He said if the high school was not coming back on the ballot it would behoove the Selectmen to place the fire station on the ballot.

Mr. Gaydos discussed the = known items that needed correction. He commented that there was a difference of opinion between the Code Officer a= nd the Fire Chief in terms of what codes were applicable.

There was a discussion as= to what direction to take regarding the fire station. The Selectmen asked that the Fire = Chief meet with them to discuss what renovations were needed/required and at what cost, as well as the possibility of other options.

OTHER BUSINESS

Memorial Day Festivities

Mr. Viger read aloud the scheduled festivities for Memorial Day.

Review and update of Administrator’s Projects

Mr. Gaydos provided the S= electmen with a summary/update of the priority items he was presently working on.

TOWN ADMINISTRATOR’S / SELECTMEN’S RE= PORTS

Mr. McDevitt, Mr. Haverty and Mr. Viger had no reports.

Mr. Gaydos infor= med that someone had thrown rocks at the Highway Department trucks at the Transfer Station. He said the Town wou= ld now have to spend money to protect it’s assets.

Mr. Gleason said= there had been a question regarding the intersection of Route 38 and Old Gage Hill Road and if it was on the state’s ten year plan. He said he spoke with Tim Roche at= the Nashua Regional Planning Commission who indicated that the intersection was= not included on the ten year plan. It was recommended (as a minimum) to have the intersection placed on the long = term plan. It was suggested that t= he Selectmen have a discussion regarding what they felt should be (requested to be) placed on the ten year pl= an versus the long term plan.

It was noted tha= t when the Board returned, after the non-public session, the Board would not take = any other action publicly, except to possibly seal the minutes of the non-public session and to adjourn the meeting. The Board entered into a non-public session at approximately 8:40 pm.

The Board returned to public session at approximately 9:30 pm.
