Police Chief Joseph Roark:
Towing RFP Results and Recommendations- Chief Roark said they h=
ad
posted an RFQ in October, 2006 for placement onto the Pelham Police
Department’s authorized tow company rotation. He said from the submissions, they
conducted inspections and interviews and came up a recommendation of two
companies. He said the Memora=
ndum
of Understanding would be in effect for two years as long as the companies =
continue
to meet the criteria. He disc=
ussed
the importance of having specific criteria. He also noted that the requirement=
s for
heavy duty towing were extraordinary and that they were lucky to have
Woody’s in Town. The st=
orage
facility for Jean Guy’s was on
The Chief was commended o= n the document and the process that had been taken. It was noted that the person recei= ving the tow would be responsible for payment of services rendered.

In-Car Camera Grant – Police Chief Roark said he approach= ed the Board in July, 2007 to continue what had been put in place by former Ch= ief Evan Haglund to get dashboard video cameras. He said in July he had proposed to= spend money out of his budget to purchase four cameras to complete the fleet and = have every marked vehicle contain a camera.&nbs= p; He said at the time, he proposed lower resolution cameras in order to get four cameras for the price of two.&nbs= p; Chief Roark said Lieutenant McCarthy had approached the Highway Safe= ty Committee of New Hampshire (who previously granted the Department money for their original custom cameras) and was informed that they would allow the Department to apply for more dashboard cameras. He discussed the quality of the ca= meras which (for four cameras) would cost approximately $19,000; however, with th= e 50% match grant, the cost would be approximately $9770. The funds would come out of the 20= 07 Police Department budget. The addition of the four cameras would complete the marked cars as having dashb= oard cameras. Chief Roark discusse= d the invaluable benefits to having the dashboard cameras.

Security Cameras – Chief Roark said during his research, = he came upon a camera company called Q Star Technologies which had a product t= hat was self-contained, self-sufficient camera that was motion activated. He said the camera was 6MP, solar = powered, wireless downloadable, vandal proof and bullet proof up to a 9mm round. He said the cameras could be mount= ed at high incident areas and within 100ft. the snapshot would allow for facial or license plate identification. He then showed the Selectmen two news casts showing the cameras in action. Chief Roark said he was seeking ap= proval to purchase the version he described which cost approximately $5995. He was still negotiating slightly = with the company to lower the price. He said the primary mission was to protect Town owned property.
The Selectmen voiced their support of the camera. Mr. Vi= ger questioned if the funds should come from the Town Buildings budget rather t= han the Police Budget since the camera would be used on Town property. Mr. Danevich felt it was in the appropriate budget because the camera would be in complete control of the Police. He said if the projec= t expanded in the future, the Board would revisit.&nb= sp;

PUBLIC HEARING – Appropriate $38,750 from fire impact fees=
to
continue design of proposed fire station through March 2008.
Mr. Haverty said as he re=
ported
at a previous meeting, the Fire Station Committee had received approval from
the Budget Committee for the fire station project and would proceed to the
March 2008 vote with a plan. =
To
make that objective the following would need to be funded: 1) $5000 to cont=
inue
to fund the architects Sumner Davis; 2) $2750 to fund Eckman, the Construct=
ion
Management firm; 3) $26,000 for
Mr. Gaydos said this woul= d be the second appropriation. He said Eckman was reviewing to see if there was a more efficient way to do the design.
Mr. Danevich said this wa= s an anticipated expense. Mr. Gayd= os said the concept was that they would be prepared to answer any questions in advance of, and at Town Meeting (and in advance of it).
Mr. Viger confirmed that = the request for funds was anticipated and followed the timeline of the project. Mr. Haverty said the= y knew from the start of the project that this would be needed to get them where t= hey needed to be. Mr. Danevich ad= ded that the funds were out of the impact fees and there wouldn’t be a co= st to the taxpayers.

Warrant Article Review
To finalize the order of =
the
Warrant Articles, Mr. Gaydos created a draft for the Selectmen to review.
Mr. Gaydos discussed arti=
cle Y (second
egress at Muldoon). He said w=
hen he
previously informed the Board that there was a high probability that it wou=
ld
take a year to obtain the state permits to cross the wetlands he was asked =
to
find out the cost to just design the egress and get the state permits. That cost would be approximately $=
7000. Mr. Gaydos said he re-wrote the ar=
ticle
to limit the purpose to appropriate the sum of $7000 for the purpose of
obtaining state permits and designing a second egress for the

Mr. McDevitt said there w= as a question (from the previous meeting minutes) regarding Article N in terms of $220,000 for refurbishing and winterizing the Clubhouse at Veteran’s Memorial Park and if the Budget Committee would be in favor of reducing the number to address specific needs. Mr. Viger said the Budget Committee had a discussion and felt there = wasn’t a significant enough plan for what would be done to the building. Without a plan it wasn’t som= ething that they would support. Mr. McDevitt felt absent a (detailed) plan, the Selectmen should consider withdrawing the warrant article.
Mr. Lynde agreed. He said if the article was turned = down by voters and something occurred where funds needed to be spent to fix a le= ak, their hands would be tied from being able to do so.
Mr. Haverty understood th= e use of the building and the concern for the safety of the children. He also understood Mr. Lynde’= ;s point and would support removing the article.
Mr. Gaydos said he spoke = with the DRA who indicated the words ‘refurbishing’ and ‘winterizing’ were quite a bit different than fixing a roof or = rafter that was dangerous. He also understood if the building started having electrical problems, they would be prohibited from doing so.

Mr. Danevich said all the= backup data had been received from the Fire Department regarding the command vehic= le and believed the Selectmen had reached an agreement to use the numbers for = the SUV. Mr. Gaydos said the Fire= Chief (who was seated in the public) had provided the Selectmen with pages from a power point presentation that would be given during reconsideration. He asked the Chief to speak about = the radio communications which was a portion of the ($35,000) cost.
Fire Chief Michael Walker= informed that the actual cost of the vehicle was a little more than $2000 over a Cro= wn Victoria. He said the Ford Expedition was chosen because the electronic equipment and systems could be installed without damaging the vehicle so the vehicle would have a resale value. He said the Ford Exped= ition was a cheaper model than others. Chief Walker discussed the current communication management system, which was not adequate.
Mr. Danevich discussed the process taken when the Police Department moved into their new facility and = upgraded their communications. He said= the same diligence was not done to keep the Fire Department up to date; they continued to run on an analog system.
Mr. Gaydos said he wanted= to confirm the Selectmen’s commitment that the article could be brought back to = the Budget Committee for reconsideration to better explain the contents of the vehicle and its purpose.
It was noted that the current vehic= le was twelve years old and had approximately 99,000 miles. The vehicle had transmission probl= ems during the past year. Mr. McD= evitt suggested that the article inform voters of the vehicles age, mileage and t= he fact that it would be disposed of. <= /span>

Mr. Gaydos summarized the
thirty-one bid items which had been opened publicly and reviewed/recommende=
d by
Highway Road Agent Don Foss. =
Mr.
Lynde noted that there were two items that had no bids. He also noted there were fourteen
different companies that would be awarded a bid. He said in all instances the low b=
idder
was recommended, except one where the next highest bidder was chosen becaus=
e of
a better fit for a grate.

Mr. Gaydos informed the S= electmen that the price of salt was low, but because of the early storms, other competitors weren’t dropping their price, but instead were keeping pr= ices high. He said the Highway Road Agent was concerned that the Town would pay a low price for salt at the beginning of the year but end the year paying a high price.

Health Officer Resignation
Mr. Danevich informed that Fire Chief Michael Walker h=

The Selectmen thanked Ms. Demers for her work with the= Town and wished her well in her future endeavors.

TOWN ADMINISTRATOR/SELECTMEN REPORTS
Mr. Gaydos said he received a memorandum from Planning
Director Jeff Gowan regarding an impact fee project proposal. He outlined the memo which discuss=

creating a Park & Recreation Impact Fee which might also be used to
contribute to the

Mr. Gaydos said through an article in the newspaper attention had been brought to House Bill 416 which bans the disposal of all products containing intentionally added mercury in land fills, transfer stations and incinerators regardless of the amount of mercury they contain. He said Transfer Sta= tion Superintendent Bruce Mason had several programs in place for several years = for various products, including those containing mercury. The Town has been in compliance for several years even though the bill had not passed.

Mr. Haverty informed that the first public hearing for=
the
proposed Zoning amendments had been held

Mr. McDevitt apologized to Mr. Mason for criticizing h= im about keeping the Town up to date. He said he had been informed by Mr. Mason that the Town was ahead of= the curve on the mercury issue. <= /p>
Mr. Danevich gave accolades and congratulations to the Senior Center/Council on Aging for getting their website up. He said he hoped people took advan= tage of the benefits. He reminded = people that the RecTrac system was running for the Park & Recreation Department. He recognized the volunteers who helped with the North Pole calls. Mr. Danevich ended by wishing ever= yone safe and happy holidays.
