The following amendments = were made to the minutes: page 3, 7^th paragraph – name correcti= on from ‘Attorney Groff’ to ‘Attorney Mason’; ‘Building Department’ was changed to ‘Highway Department’; page 6 – under Warrant Article #20 – the word ‘plan’ was inserted into ‘roadway repairs plan will be…’; page 7, 4^th paragraph – the words ‘= ;at the Mt. Vernon well’ were inserted into ‘…be adequate capacity at the Mt. Vernon well.’; page 8 under Town Administrator’s report – the wo= rds ‘for the Town’ were inserted into ‘…contained adequ= ate protection for the Town.’; there were also minor grammatical and spel= ling corrections made.

OPEN FORUM

President of Pelham Littl= e League Bob Blinn invited the Selectmen (and Mr. Gaydos) to Little League Opening D= ay which was scheduled for April 28, 2007, 9am at Muldoon <= st1:PlaceType w:st=3D"on">Park. He said there were approximately 7= 20 children in the program which was 100 less than last year. He gave a brief summary of the work being done and noted that the fence would be installed in the next week.

Mr. David Silva, 120 Sherburne Road was present for the E911 update and wanted to know if the public would have= the opportunity to discuss such either during the meeting or in the future. He explained that he had major con= cerns regarding the street numbering on Sherburne Road. He said people had difficulty finding his house because of this. He said it was a safety concern fo= r his family. He said in the past h= e had submitted maps showing the problems and wanted to know if he would have the opportunity to resubmit them. Mr. Gleason said the Selectmen intended to have the Fire Chief inform the Selectmen and= the public of the proposed plan and discuss the magnitude of the change. He said they were in the initial s= tages at this point and believed there would be adequate timing for public hearing.

APPOINTMENTS

Chief Walker re: E911 Update<= /o:p>

Mr. Gleason said the E911= project had been delayed because of the revaluation and the intent of the discussion was to determine the status and ‘game plan’ for the project.

Fire Chief Michael Walker= said Police Chief Joseph Roark and Planning Director Jeff Gowan, who were also members of the Highway Safety Committee were also present for the meeting if additional information was needed. He said a packet of information was provided to the Selectmen which = was the result of 4-5 months of work done by the state E911 and 3-4 months of w= ork done by the Highway Safety Committee. He said they were seeking the Selectmen’s signature on a docum= ent contained in the packet which accepted: 1) map of Pelham; and 2) Pelham has non-standardized addressing. = Chief Walker said the Highway Safety Committee was advised not to come forward to= the Selectmen without some sort of recommendation for remediation of the proble= m; this was addressed in a letter dated March 19, 2007.&nbs= p; The Highway Safety Committee met, reviewed the documentation and made the following recommendation (this being the first of two phases): 1) Selec= tmen review/sign acknowledging the data capture and non-standardized addressing = form presented by state 911; and 2) authorize the Highway Safety Committee to be= gin mitigation of items 1-4 contained in the submitted document (duplicate and confusing similar street names, several streets divided into two separate sections, unnamed common accesses, residential and commercial structures accessed from a name road but not accessed from such). Chief Walker said the second phase= would be to address the remaining items on pages 3 and 4 of the information provi= ded which would be formally presented to the Selectmen at a later date when the first phases are implemented.

Mr. Gleason asked if ther= e was any obligation on the part of the Town to take immediate action if the docu= ment was signed. Chief Walker said= there was none. Mr. Gleason confirm= ed that the document only acknowledged that they had the data and it was recognized. Chief Walker said= that was correct. Mr. Gleason aske= d if all the street names that would change had been identified and wanted to kn= ow what the plan regarding such would be.&nbs= p; Chief Walker said the typical trend would be to ask the residents wh= at they wanted to change their street name to. He said there would have to be a timeline put in place.

Mr. Danevich commented th= at the way 911 set up the numbers and phases in the provided document was confusing. He had two concerns throughout the= total process: 1) certain roads that have particular problems (i.e. numbering); a= nd 2) large amount of residents that don’t have problems and the 50ft. g= rid upsetting them. He had a prob= lem implementing the 50ft. because it was unknown where that number came from.<= span style=3D'mso-spacerun:yes'> Mr. Danevich said he would like to define the phases.

Mr. D= omenico arrived.

Chief Walker said they we= re open to suggestions and asked the Selectmen if they wanted to have a Selectmen representative meet with the Highway Safety Committee and a representative = from the state. He said they had b= rought the information forward in phases as requested.

Mr. Danevich suggested th= at the Selectmen sign the ‘phase I’ document and further discuss how to proceed from there.

Mr. Haverty was not in fa= vor of the 50ft. grid because there were certain areas in Town were it did not make sense.

Mr. Lynde reviewed the information and questioned why there were only certain items being brought forward and not everything because there were safety concerns. Chief Walker said they were direct= ed to present the information in a phased approach because doing everything at on= ce would be too much of an impact on the citizens of the Town. Mr. Gaydos believed the Board had = said they wanted to identify the streets that had to be changed. He said from that, if the streets = had to be changed the question was then if the numbering issue should be addressed. With this process = a list would be drafted of the streets and numbers that would have to be changed.<= span style=3D'mso-spacerun:yes'> Mr. Gaydos said some of the Board = felt that some streets didn’t need any change at all (because of the size = and proximity of the lots). He sa= id Chief Walker worked with 911 and came up with the initial list. He said there were now additional = street names that would have to be reviewed.

Planning Director Jeff Go= wan discussed the 50ft. increment and how it would allow additional development= s on streets without throwing numbering off each time.

There was further discuss= ion regarding how the project should proceed.&= nbsp; Mr. Gleason recommended deferring the discussion to the May 15, 2007 me= eting. He said the Selectmen should sign = off on the documents. Mr. Lynde note= d that the Town was in a position of liability which should be addressed. He also noted that the Post Office= would like to see it all done at the same time and had offered help. Mr. Gleason asked Mr. Danevich to = work with the Highway Safety Committee. <= /span>He wanted the Selectmen to have a clear understanding of all the documentation= and what the recommendation of the committee would be. He agreed that once the Selectmen = signed the documents they were acknowledging there was a life-safety problem that would have to be addressed. <= /p>

Mr. Gleason asked that Mr= . Gaydos add an agenda item for May 15, 2007 so the committee could provide direction.

MOTION:=

(Danevich/Lynde) To sign the acknowledgement of non-standard addressing dated November 20, 2006 by all five Selectmen.

Second Public Hearing – Acquisition of conservation land identified on tax maps as Map 39, Lot 1-51

There were no persons pre= sent that offered public input. Mr. Gleason said the public hearings had now been conducted. Mr. Gaydos said a motion would be = made at the next meeting.

Junkyard Applications: =

Coombs Used Auto Parts – Mr. Gaydos informed that the site was visited by Tom Wakefield and John Hodge (from the Fire Department) and = said everything looked great. He s= aid when the compliance certification for best management practices checklist w= as reviewed, it was found that they were currently practicing the best managem= ent, but were not certified. He sa= id they had taken all the steps to fall under the best practices and had remov= ed a large number of the tires.

Mr. Gleason confirmed tha= t Coombs had signed the Green Yards Certification.&= nbsp; Mr. Gaydos answered yes. Mr. Gleason also confirmed that the Health Officer signed off. Mr. Gaydos answered yes. Mr. Gleason noted that the applica= tion indicated they were not presently licensed by the state. Mr. Gaydos said there was no licen= se require by the state. He said the EPA permit was on file.

Mr. Gleason confirmed tha= t in Mr. Gaydos’ opinion Coombs met all the criteria, filed their application forms and paid the fees. Mr. = Gaydos answered yes.

Mr. Danevich asked what t= he status was for the lot-line adjustment.&nb= sp; Mr. Gaydos said it was signed off and recorded.

(Lynde/Danevich) To grant the Junkyard License to Co= ombs Used Auto Parts effective April 1, 2007 – March 31, 2008.

Jack Mansur’s Auto, LLC – Mr. Gaydos said Mansurs h= ad complied with the state and received a certificate from best practices, Gre= en Yards program. They have met = all criteria. Mr. Gaydos said the= re was a review of the best practices checklist and Mr. Mansur was able to answer = yes to all the questions. The compli= ance certification had been signed.

Mr. Gleason saw that the Health Officer indicated there were some tires to = be removed and questioned if there had been a commitment to move them. Mr. Jack Mansur (who was seated in= the public) came forward and said he presently had approximately 150 tires which would be removed in the next week or two.&= nbsp;

There= was no public input.

(Lynde/Danevich) To grant a Junkyard and Auto Recycl= ers Facility License to Jack Mansur’s Auto effective April 1, 2007 – March 31, 2008 subject to all prior conditions agreed upon many years ago.

Jean Guy’s Used Cars & Parts, Inc. – Mr. Gaydos said inspections had been done on the property. He said the facility had a certifi= cate from the Green Yards program and Mr. Bergeron had signed off on the on the compliance certification. He = was able to answer yes to all the items on the best practices checklist.

(Lynde/) To authorize renewal of the Junkyard and Automobile Recycling Facility License for Jean Guy’s Used Cars & Parts, Inc. effective April 1, 2007 – March 31, 2008.

Appointment of Selectmen Representative and Alternate to SNHHMD = (Southern New Hampshire Hazardous Materials District Board)

Mr. Gleason read aloud a = memo submitted by Fire Chief Michael Walker to Mr. Gaydos requesting that a Selectmen representative be appointed to the Southern New Hampshire Hazardo= us Materials District Board and that he be appointed as the alternate. Mr. Gleason said that he had previ= ously appointed Mr. Domenico as the representative to Hazmat subject to the concurrence of the Board. He = also asked for the Board’s concurrence to appoint Chief Walker as the alternate. There was no objec= tion to the appointments.

Mr. G= leason signed the appointment letter.

Medical Reserve Corps. Grant:&n= bsp; Fire Chief Michael Walker seeking permission to sign for $10,000 non-matching grant

Fire Chief Michael Walker= and Ms. Kim Chadwell from the Medical Reserve Corps (‘MRC’) met with the Selectmen to discuss the grant. Chief Walker explained that the grant was for $10,000 applied for through the National Association of County and City Health Officials. He said it was a non-matching grant. Ms. Chadwell discussed= the key points of the grant which was to provide ongoing training for the prese= nt MRC volunteers designed to help prepare those involved to respond to a community-wide emergency. She= also noted that also as part of the grant there was series for public education.=

Mr. Gleason asked that th= e Chief would be responsible for the grant application. Chief Walker answered yes. Mr. Gleason asked if an organizati= on had been formed and what their responsibilities would be. He also wanted to know if the Heal= th Officer would be involved. He= questioned if the $10,000 was taxable. C= hief Walker said the tax form was standard; the MRC was registered for tax exemp= t on November 30, 20= 06. He said the Health Officer had tak= en the lead regarding the MRC and come up with objectives for the upcoming year.

Mr. Danevich asked if the= re were any obligations or future commitments.&nbs= p; He read aloud part of the MRC criteria and saw that the grant expire= d July 31, 2007 a= nd asked how it would affect the grant. Ms. Chadwell understood that the grant would be on-going (although expiring on = July 31^st) and would have the whole year because the grant had just b= een awarded.

Mr. Haverty read aloud th= e additional grant requirements. Chief Wal= ker said they were in compliance with all the requirements.

Take Me Fishing Grant: Seeking permission to accept $1000 non-matching grant

Mr. Gaydos noted that a l= etter was received from Park & Recreation Director Darren McCarthy that discu= ssed a grant. The grant would allo= w the purchase of fishing equipment and teach children how to fish. The grant could be used at the sum= mer camp. Mr. Gleason asked if th= ey understood the obligations. H= e also wanted to know who would lead the program.= Mr. Gaydos believed Mr. McCarthy would designate someone, but would ensure that it ran smoothly. = Mr. Gleason said whoever is assigned should understand the obligations containe= d in the grant.

There= was no public input.

OTHER BUSINESS<= /p>

Selectmen’s Priorities<= /o:p>

Mr. Gleason forwarded a p= riority list to the Selectmen for review. He broke the list down into the following categories: A-very importa= nt; B-secondary; C-other issues for consideration; D-issues closed out. He wanted to get a consensus by the Selectmen for which items they considered priorities.

The Selectmen agreed that= public safety issues should be the top priorities. The list would be posted on the web. Mr. Gleason said the Sel= ectmen would review the list quarterly and rearrange as necessary.

Operating/Revenue Report Review

Mr. Gleason said he would= try to do a monthly review of the expenditure reports and including the P & R = 80 account. The Selectmen then reviewed the Operating Budget and Revenue Report.

TOWN ADMINISTRATOR’S REPORT/SELECTMEN’S REPORTS

Mr. Gaydos said there wou= ld be a meeting on Thursday to discuss Route 38 and Pennichuck water. He then reported that the Senior C= enter Bus Policy had been completed, they were ‘tightening up’ the language and planned on implementing the bus this week. He said during the recent flooding= the Town had excellent communications with National Grid.

Mr. D= omenico had no report.

Mr. Haverty said he had c= ompleted a framework for the communication plan.&nb= sp; Prior to discussing such, he would circulate to the Selectmen for th= eir review. He said he attended h= is first Planning Board meeting and informed that the Planning Board appointed Jason Croteau as their representative to CIP.

Mr. Danevich said he had = added the following sections to the Town website: 1) Employment Opportunities; 2)= Request for Proposals/Qualifications; and 3) Town Clerk/Tax Clerk. He noted that Rec Trac was being s= tarted this week. He then informed t= hat all five Police cruisers were now on-line with Car 54 wireless solution. Training will occur shortly. He ended by informing that new pol= icies were implemented at the Library regarding computer use.

Mr. G= leason thanked Mr. Danevich for all his work with the computers and Town website.<= span style=3D'mso-spacerun:yes'>

Mr. Lynde asked if a resp= onse had been received from the state regarding erosion control at Raymond Park. Mr. Gaydos said DRA was speaking a= mongst themselves. They understood t= he Town’s problems.

Mr. Lynde informed that h= e had spoke to his son for the first time in approximately 10 months and he was b= ack in the United States= .

Fire Chief Michael Walker= provided a status of the Town and the roads due to the recent storm and flooding.
