Mr. Danevich asked that there be a moment of silence = to mourn the passing of Cemetery Sexton Red Gibson and Mrs. Paddy Culbert. They will be sorely missed.

The amendments to the minutes were as follows: page 3= , 2^nd paragraph – the words ‘for fuel’ were added to ‘….the reductions for fuel would be $33,927…’; the sentence reading ‘There was also a reduction of $45,000 in considera= tion of a Fire Department grant for communications.’ was added; there were also grammatical amendments made.

APPOINTMENTS

Police Promotion: Police Officer Anne Perriello promotion to Sergeant

Police Chief Evan Haglund introduced (newly sworn in) Sergeant Anne Perriello. He = said she competed in a very difficult testing process with the rest of the patr= olmen and topped the process entirely. Sergeant Perriello thanked the Selectmen for the opportunity. Mr. Danevich noted Officer Perrie= llo was the first female Sergeant. T= he Selectmen welcomed and congratulated Sergeant Perriello to her new positio= n.

Chief Haglund announced his intention to retire in Ma= y, 2007. He said the recent cha= nges to the New Hampshire retirement system afforded him the opportunity to add additional years tow= ard his retirement, which was a once in a lifetime opportunity. He said it had been an honor to s= erve not only as a Police Officer, but also as Chief of Police. He ended by discussing the accomp= lishments of the department and his gratitude to those who supported him.

The Selectmen each than= ked Chief Haglund for what he had done for the Town and the Police Department.

Community Technical Assistance Program (CTAP) Presentation R= 11; Ms. Angie Vincent will discuss

I-93 Impacts and Assistance to Pelham

Nashua Regional Planning Commission Executive Directo= r Steve Williams, Program Manager CTAP Project Angie Vincent and New Hampshire Department of Transportation Project Manager for CTAP Ansel Sanborne all m= et with the Selectmen to present the Community Technical Assistance Program (CTAP). A power point presen= tation was given that explained what CTAP was and how they would provide technical assistance to the communities impacted by the I-93 widening project. This was an innovative strategy (= by DOT) to address land use and transportation issues. The three components to the progr= am were: 1) Planning Tools and Analyses; 2) Training, Education and Marketing= ; and 3) Specific Planning and Technical Assistance Support. CTAP is a 6-year program and will= assist during the first year with 1) Public Awareness; 2) Education; 3) Technical Assistance; 4) Technical Assistance – Tools, Models, Resources & Analysis; 5) Regional Cooperative Initiatives & Pilot Programs. The year two program has been fun= ded and has started to move forward. Ms. Vincent discussed how she would be assisting the community.

Mr. Danevich understood that the Town would receive h= elp identifying the projects, but questioned where the Town would go to help w= ith funding. Mr. Williams said N= RPC and the DOT would help to try to address the funding issues. Mr. Sanborne informed that the CT= AP program was funded at $3.5 million; however that would be divided between the communities impacted by the I-93 project.= He said they had been actively looking for partnerships with other groups to help with the project including its implementation.

Ms. Vincent discussed the Community Involvement which= would begin with appointing a CTAP subcommittee. Step two would be to determine how CTAP program can help implement community goals and objectives. The important issues that have been identified for community involvement are: = 1) Schools; 2) Transportation; 3) Open space protection; 4) Housing; 5) Econo= mic Vitality; 6) Strengthening the Downtown and Town Centers; 7) Environmental Protection; 8) Funding and Delivering Municipal Services; and 9) Working L= andscape. The third step would be implementation. Ms. Vincent provided a timeline for the CTAP subcommittee which was as follows: Februa= ry, 2007 – 1^st meeting/overview of CTAP; March-April, 2007 &#= 8211; collect existing resources; May-July, 2007 – Input from local boards= on priority actions based on existing resources; August-October, 2007 – application for discretionary funds for specific projects; and October, 20= 08 – May, 2008 – implementation of projects. Mr. Williams discussed what the subcommittee would be responsible for. There was f= urther discussion regarding the project and the manner in which the different gro= ups would work together.

Mr. Bergeron, in conjunction with Mr. Gaydos and Plan= ning Director Jeff Gowan were tasked to work together and make recommendations regarding a committee.

TOWN ADMINISTRATOR’S REPORT/SELECTMEN’S REPORTS

Mr. Gaydos had a copy of the final draft warrant for circulation to the Selectmen. He asked that the final order of articles be reviewed so it could be signed.<= span style=3D'mso-spacerun:yes'> He said the state forms for the B= udget Committee to sign later in the week so it could be posted on Friday.

Mr. Danevich noted that Mr. Gleason had done a final = draft of the Senior Center Bus Policy for the Selectmen to review/make changes; a formal discussion will occur at the next meeting and possible adoption.

The Selectmen made the decision to close Town offices= for two hours on Friday (with the exception of the essential Fire and Police services) so Town employees would be able to attend the funeral services f= or Mr. Red Gibson. Mr. Gibson h= ad contributed greatly to the Town and had close relationships with the Town employees.

Mr. Gaydos had no repor= t.

Mr. Domenico, Mr. Berge= ron and Mr. Danevich had no report.

Mr. Gleason informed that there had been a very succe= ssful reconsideration with the Budget Committee in which the articles the Select= men presented back were favorably received.&n= bsp;

The Board entered into a non-publ= ic session at approximately 7= :30 pm. Also present was Mr. Gaydos. During the non-public session Mr.= Lynde arrived.

The Board returned to p= ublic session at approximately 9= :55 pm.
