The amendments to the minutes were as follows: page 2 under Fire Department budget – it was added that Lieutenants Robert Chatel, Ray Cashman= Jr., James Midgley and Jack Tirrell also ‘presented’ the 2007 budge= t; the word ‘reviewed’ was replaced with ‘presented’ = for both the Fire Department and Emergency Services budget review.

BUDGET
REVIEW:
Health
Services, Insurance and Retirement
Town
Financial Supervisor Janet Gallant presented the 2007 budgets for Health
Services (which had a 12.42% increase), Insurance (which had a 1.49% incre=
ase)
and Retirement (which had a 61.5% increase).
Town
Clerk/Tax Collector
Town
Clerk/Tax Collector Ms. Dorothy Marsden presented the 2007 Town Clerk/Tax
Collector budget. The 2006 b=
udget
was $179,938; the 2007 proposed 2007 budget was $184,829 (an increase of 2=
.72%
over 2006).
Elections

Dorothy Marsden presented the 2007 Elections budget of $14,112 which showe=
d a
34.2% decrease over the 2006 budget ($21,459).
Park
& Recreation
Par=
k &
Recreation Director Darren McCarthy presented the 2007 Park & Recreati=
on
budget of $237,296 which showed a 34.9% reduction from the 2006 budget
($364,406).
REVIEW
OF PRELIMINARY WARRANT ARTICLES
The
Selectmen discussed the preliminary warrant articles.
Mr.
Domenico asked Fire Chief Michael Walker (who was seated in the audience) =
to
join the discussion. He said=
one of
the premises that the fire station sub-committee was working under was that
there would be a warrant for a new central fire station. He said the conversation indicate=
d they
would come to the Budget Committee with a number ‘not to be
exceeded’. He said the
assumption had been that the highest Town priority (re: Capital Expenditur=
es)
would be a new central fire station.
Chief Walker said the Fire Station Committee would be meeting on
September 13th with the sole goal of coming to a conclusion; by
September 19th a presentation would be given to the Selectmen o=
f the
direction of the sub-committee.
After that time they would move forward with a warrant article.
Mr.
Bergeron wanted everyone to have a discussion and hear all the information=
when
reviewing all warrant articles. He
said it was good to hear where things were going and share information with
other boards, however, he believed the Selectmen knew more about the Town =
issues
and the School Board knew more about school issues. He said sharing was okay, but
didn’t feel the two should vote together. Mr. Gleason said it was not the i=
ntent
to vote together. He believe=
d the
committee would come up with a recommendation that would be presented to t=
he
Selectmen. Mr. Domenico said=
when the
sub-committee convened they reviewed the items that were highest on the li=
st as
articulated at the previous joint meeting.
Mr. Bergeron said he had been getting input from the public (who had
concerns) and didn’t want them to think that the Selectmen are going=
in a
certain direction. Mr. Gleas=
on said
a list of warrant articles would be put together at the appropriate time, =
which
represented Town needs based upon concurrence of the Board.
Mr.=
Gaydos
noted that he reminded the sub-committee that the Selectmen had never vote=
d to
have a fire station, or where one would be placed. He believed the plan was to make a
presentation to the Board; if the Board concurred to move forward the impa=
ct
fees would be used to start the design and select a construction manager a=
nd by
the end of the year have a price (estimate ‘not to exceed’).
Mr.=
Domenico
said once the Selectmen decided which direction to head, the Budget Commit=
tee
should be informed so they can be cognizant of where they think the Select=
men
are headed on the capital side as they listen to the operating
presentation.
OTHER
BUSINESS
Review
of
Of =
three
bids solicited, two competitive bids were received. Mr. Gaydos said the buses were id=
entical
with the exception of reading lights and parcel rack - O’Connor (located in
Mr.=
Lynde
asked if any recommendations had been received from the Senior Center Dire=
ctor
(Sue Hovling). Mr. Gaydos sa=
id Ms.
Hovling indicated that she knew the people at Patsy’s and were good
friends; however she understood that the bid has to go to the lowest
bidder.

Conservation Sign
Mr.=
Gaydos
said he was working with the Conservation Commission and requested that he=
be
able to work directly with them to facilitate getting a sign. Mr. Gleason believed there was so=
me
concern expressed with Mr. Merrium’s health, therefore the process w=
as
supposed to be done expeditiously.
Mr. Gaydos said the committee was aware and indicated that they wou=
ld
take full responsibility for seeing that a sign was completed in a timely =
manner. Mr. Gleason asked if the committe=
e would
have a recommendation by next week.
Mr. Gaydos said he would pass it along to them. An agenda item will be added to n=
ext
week’s agenda when a recommendation will be given to the Selectmen.<=

Financial
Review
Mr.=
Gaydos
said the status was ‘right on budget’, however there were a co=
uple
areas of concern (Legal, Town Buildings repairs). He believed legal would be okay by
year’s end. He briefly
discussed the repair issues and said he would be discussing the fire depar=
tment
roof which would cost approximately $35,000. He said the next area was Human
Services; the system being used will be discussed at the next meeting. There was currently a slowing, bu=
t Mr.
Gaydos believed it would be over budget during heating season.
Fir=
e Chief
Michael Walker (who was seated in the audience) spoke briefly with the
Selectmen regarding the leaking in the Fire Department roof. He said they were looking to take=
an
intermediary step to control the leakage in the fire station roof; mold has
developed due to very significant leaks.&=
nbsp;
He said stop-gap measures had been taken. There was further discussion rega=
rding
the status of the station. M=
r.
Gaydos said there was just over $100,000 in the Emergency Fund. He said the $35,000 could be paid=
for
out of the Town Buildings account and if it appears as though there
wouldn’t be other savings to make up the $35,000 a public hearing co=
uld
then be held. Mr. Lynde want=
ed to
know if there were additional expensed involved due to the damage that had
already occurred. Chief Walk=
er said
a further physical inspection would need to be done to identify some of the
mold problems. He didn’=
;t know
how much the Town would be willing to invest in the building since
consideration was being given to move out of it. There was further discussion rega=
rding
the status of the building and what actions could be taken.
Mr.
Gleason asked that the discussion be ‘tabled’ and added to the
agenda for the next regular Selectmen meeting (in two weeks). This will provide time to gather
information relative to what the solution would be to solve the short term=
problem
and what the recommendation would be relative to putting it in the Operati=
ng
Budget (and reimburse it) or use the Emergency Fund. Mr. Gleason requested that an est=
imate
be put together that tells what at the ‘minimum’ had to be don=
e;
this can be expanded.
Mr.
Bergeron asked if the $35,000 was a bid number. Mr. Gaydos said the quote was sec=
ured by
former Fire Chief David Fisher who had done all the back ground work. Mr. Bergeron said he hoped the Se=
lectmen
would go through the bid process. <=

TOWN ADMINISTRATOR / SELECTMEN RE=
PORTS
Mr.=
Gaydos
and Mr. Domenico had no reports.
Mr.
Bergeron read aloud an e-mail forwarded by Planning Director Jeff Gowan to=
the
Context Sensitive Solution (‘CSS’) members.
Mr.=
Lynde
said a constituent asked him why a sign was posted at the Village Green
entrance indicating that no skateboarding is allowed, if it is allowed in =
front
of the Library. He said if
skateboarding is allowed, the sign should be removed. Mr. Bergeron said the sign was at=
the
entrance and the Selectmen voted to not allow skateboarding around the
sidewalks of the Town Hall, Police Station and Library because there was f=
ear
of damage. Mr. Lynde said ki=
ds have
been caught skateboarding on the steps of the Library and he was told that
nothing could be done about it. Mr.
Gleason said the intent was to not have skateboarding out there. He said the Town was working with=
in the
confines of what could be done.
Mr.
Gleason had no report.
