CALL TO ORDER

MINUTES RE= VIEW

September 7, 2004

It was noted that the references in the Budget Approva= l section (pages 3-7) to the year 2004 shall be amended to read 2005.

September 21, 2004 – deferred to the n= ext meeting (Mr. Lynde gave the Recording Secretary a copy of the minutes that contained typographical corrections)

OPEN FORUM=

Mr. Marc Duquette of&= nbsp; 31-33 Marsh Road, came forward to discuss his concerns with the traffic pattern changes discu= ssed at the previous Selectmen meeting. Some of his concerns were possible two-way traffic down Gibson Road= , access into and out of his driveway, potential backups on = Marsh Road and the relocation of tr= affic congestion. Mr. McDevitt said= the Selectmen would have many discussions before anything was done; also he believed a public hearing would be scheduled.

Ms. Mary Ann Sarris, 4 Gibson Drive had major concerns w= ith the proposed traffic changes. Her concerns were the intersection at Gibson, the street width not being adequa= te for two-way traffic and the traffic speed.

APPOINTMEN= T(S)

Introducti= on of Police Officer, Matt Keenliside

Police Chief Evan Haglund introduced to the Selectmen = Police Officer Matt Keenliside, who was a graduate of Stone Hill College and Second Lieutenant in t= he Massachusetts National Guard and would start September 29, 2004. It was noted that Officer Keenlisi= de would attend the State Academy in January, 2005.

Pelham Com= munity Theatre, Requested Play Dates At Sherburne Hall

Mr. McDevitt stepped down so that he could address the Board. Mr. Danevich conducted= this discussion as Chairman.

Mr. William McDevitt, Board of Directors member for the Pelham Community Theatre (‘PCT’) met with the Selectmen to requ= est the use of Sherburne Hall for certain performance and rehearsal dates. Dracula – Friday October 15, 2004; Saturday October 16, 2004= . Mr. Gaydos was not aware of any conflicts. Mr. Danevich said = that the use/dates would be subject to the customary procedure in place. Mr. McDevitt said the PCT would al= so like to use the hall on December 17 & 18, 2004 for It’s A Wonderf= ul Life; and a matinee children’s play on December 18 & 19, 2004. The request also included rehearsal dates Thursday afternoon from 4pm-6pm. Mr. Gaydos was unsure if there wer= e any conflict with the dates in December; he wanted the opportunity to discuss t= he dates with the Planning Director.

MOTION:=

(Lynde/Bergeron) To approve the use of Sherburne Hal= l by the Pelham Community Theatre on October 15 & 16, 2004 and December 17= , 18 & 19, 2004 upon Mr. Gaydos confirming there are no conflicts.

Mr. McDevitt said that the PCT requested permission to= hang a (2ftx10ft) banner that gave the PCT name, performance name, date). After a brief discussion, it was suggested that the Selectmen view the banner.

Mr. McDevitt returned to the Board and his position as= Chairman.

Coombs Jun= kyard License Update

Robin Road/Honey Lane Update

Mr. Gaydos said he had conversations with contractors = and engineers who recommended that the asphalt and culvert work be done this ye= ar, and postpone the remainder of the work in the spring. He had contacted a couple contract= ors and expected a response shortly.

DES/Pennic= huck Meeting Discussion

Mr. McDevitt said he and Mr. Gaydos had met with the D= ES on a number of items relative to MtBE in the Marsh Road area. He said DES would come down and me= et with the people in the area. = He said the Town had hoped to further discuss the possibility of extending wat= er lines into the area by Pennichuck (although it is not ‘cut and dry= 217;) (it was also noted that there may be state money available).

Grant Poli= cy Discussion

Mr. McDevitt said the Selectmen briefly discussed a po= licy regarding grants and Mr. Gaydos had been asked to comment. Mr. Gaydos discussed the current p= olicy and noted that the Selectmen had been provided with two documents (one from= the Fire Department; one from the Police Department) that listed every grant and its status. The Selectmen wan= ted to ensure that they were aware of grants either before, or at the time they we= re being applied for; to ensure there would be no impacts to the Town. Mr. Gaydos will provide the Select= men with copies of grant applications when they are applied for.

Brush Hog = Purchase

Mr. McDevitt said the Park & Recreation budget req= uest included a brush hog as a device for clearing trails; the Selectmen removed it from = the budget, however Mr. Lynde wanted it back in. Mr. Gaydos said he received a requ= est to purchase the equipment to clear trails; the problem he saw was volunteers o= perating Town equipment. He discussed = the items that were currently subcontracted and noted he would be discussing additional items with Mr. Boyden (the subcontractor), which included poison= ivy control.

It was noted that an offer had been made to ‘chip in’ toward the cost of the brush hog, which Mr. Lynde had the impress= ion that it was a serious and valid offer.&nbs= p; He gave a suggestion, that the equipment be purchased and then leased out to Mr. Boyden. Mr. Gaydos= said it would be a good solution and he would discuss further.

Pelham Cente= r Traffic Discussion=

Mr. Bergeron noted that he and Mr. McDevitt met with t= he Safety Committee to present the same plan that had been shown to the Selectmen. The outcome from t= he meeting was to contact Mr. Steve Williams of NRPC to put the information in= to the computer and see how the numbers would work; within two weeks a report = will be completed. It was noted th= at it was not possible for Mr. Williams to bring his computer and try alternative= s, but that there are other things to consider when calculating alternative.

Mr. Derby discussed a suggestion for the traffic patte= rn; he did not feel that the re-routing traffic proposal was a good alternative. He felt the Town should contact the state to both stop lights and signs. Mr. McDevitt said he would support the idea of Mr. Derby bringing a detailed report in front of the Selectmen for review, and to be forwarded to Mr. Williams (NRPC).

Mr. Danevich also had a suggestion regarding the traff= ic that he wanted forwarded to NRPC; basically closing off Old Bridge Street North (as it was = during the time that the bridge was worked on).&n= bsp; Mr. McDevitt said Mr. Danevich’s suggestion could be run throu= gh NRPC; however, it was believed that the traffic ran well during the bridge construction because there was a Police Officer in the center during rush hours.

Mr. Lynde asked if Ms. Robin Bousa (Planning Board mem= ber) had reviewed the proposed. The proposed plan would be forwarded for her to review.

Mr. McDevitt said a memo had been received from the Sa= fety Committee providing additional suggestions regarding the proposal.

Plan to Survey Town Land Parcels

Mr. McDevitt reminded the Selectmen that an article ha= d been placed on the warrant to survey three parcels, however the warrant failed.<= span style=3D'mso-spacerun:yes'> Mr. Gaydos was asked to speak to t= he Planning Director and discuss a cost estimate; which would be brought back = to the Selectmen. Mr. Gaydos dis= cussed the survey work to be done and said he would get a price for the full survey that would be a ‘price not to exceed’.

Old Town = Hall Maintenance Items =

Mr. McDevitt said during the last meeting, concerns we= re raised by the VFW regarding the maintenance of the old Town Hall building.<= span style=3D'mso-spacerun:yes'> He said it was the Town’s bu= ilding and responsible for maintenance. Mr. Gaydos said he was told that there were some problems with the downstairs air conditioning, but it was not a major issue and made it throu= gh the summer. He noted that the furnace was due for its annual cleaning; the air could be looked at during = this time. The Selectmen were fine= with Mr. Gaydos having the items serviced.

Old Town = Hall Furniture/Equipment Auction<= /o:p>

Mr. Gaydos said Department heads were in the process of removing their furniture, at which point the remaining items would be moved into one area and the auction date could be set.

Campbell Road Update

Mr. Gaydos said that the Safety Committee had reviewed= the comments (by the street association) for safety aspects; he has not yet received their comments.

TOWN ADMINISTRATOR’S REPORT / SELECTMEN’S REPORTS=

Mr. Gaydos said the VFW had requested the use of the abandoned mailbox outside the old Town Hall (which the Town was not using). There were no objecti= ons, other than Mr. Derby suggesting that they ‘dress it up’.

Mr. Bergeron had no report.

Mr. Derby informed that the Budget Committee was ongoi= ng.

Mr. Danevich suggested that the Selectmen formalize the policy for responding to factual data requests. There was a discussion regarding h= ow and from whom response is given; it was decided that Mr. McDevitt would continue handling responses as he currently was; reviewing with Mr. Gaydos, providin= g a response and informing the Selectmen of such; items requiring more than a simple response would be brought to the Selectmen for discussion.

Mr. McDevitt noted that when the Board returned, after= the non-public session, the Board would not take any other action publicly, exc= ept to seal the minutes of the non-public session and to adjourn the meeting. The Board entered into a non-public session at approximately 7:= 40 pm. Also present was Mr. Gaydos.

The Board returned to public session at approximately = 9:20 pm.
